Outline In recent years, Indonesia has actively promoted foreign investment in resource development while simultaneously strengthening government involvement in the allocation of output between domestic consumption and exports, as well as in the determination of selling prices. The coexistence of an open stance toward foreign investment in the upstream sector and strengthened government control over the downstream sector constitutes a new form of resource nationalism that differs from traditional models. Japan should respond to the evolving needs of resource-rich countries and secure stable access to resources while contributing to their industrial upgrading and broader economic development.
